Sewer permit record cards

Series consists of sewer permit record cards, documenting the individual lots were connected to the city sewer system. Each card pertains to a single block. Information present on the cards includes address, legal description, sewer permit number, connection date, and other remarks. The cards are organized alphabetically by street name and numerically by block number.

Sewer construction wye sheets

Series consists of sewer construction ''wye' sheets, containing diagrams used to document the location of wye connections to the sewer line on a block, and other sewer infrastructure. Each sheet documents a single block; sheets are organized into files based on street name, having one file for each street. Files in the series are arranged alphabetically by street name.

Series consists of incoming and outgoing correspondence received and accumulated by former City Councillor, Tim Louis. Correspondence is arranged into chronological and subject files. City by-laws

Series consists of official signed and sealed by-laws passed by City Council, the legislation of the governing body of the City of Vancouver. Series is complete from incorporation in April 1886. Many by-laws include appendices (e.g. financial data, maps, etc.). Arranged chronologically (i.e. in number order).

Heritage inventory 1986 : photograph surveys

Series consists of three sets of photographic surveys which were carried out to assist the heritage designation and evaluation process resulting in the revised 1986 heritage inventory. The three sets are arranged in the following subseries:

  • Survey 2 - public nominations
  • Survey 3 - parks, landscaping, and monuments

Business tax field sheets

Series consists of business tax field sheets which record the occupant's name, floor space occupied and the reported annual rent, as well as the class and rate of assessment and the computation of the assessed rental value. The business tax, which was calculated from the assessed rental value of the premises, was not levied in Vancouver until 1948 (By-law no. 3047). Arranged alphabetically by street names, east preceding west, with numerical avenues following all other streets.

Non-Market Housing lodge and residence files

Series consists of a selection of files relating to the administration and operation of the City of Vancouver's social housing facilities located primarily, though not exclusively, in the Downtown Eastside area, housing seniors and the disabled. The residences were/are:

Records include agreements between the City of Vancouver Housing Corporation, Canada Mortgage and Housing Corporation, and the B.C. provincial government transferring ownership of Alexander Residence, Central Residence, and Roddan Lodge to the City (late 1970s to early 1980s), minutes of staff meetings, files on policy and procedure, files listing occupants, files listing occupants' income reviews and rent subsidies, newsletters of Taylor Manor, monthly reports of various residences, inter-office correspondence, tenant correspondence, information on personnel, job descriptions, rental agreements, health and safety issues, accident/incident reports, Taylor Manor replacement study, Continental Residence consultant study, etc.

Building permit and design architectural drawings

Series consists of files of architectural drawings created by the Building Department and later, the Permits and Licensing Department. The files were created to aggregate architectural drawings of structures on properties in the city. The large majority of the records had been submitted as part of a building permit application, though original design drawings created by Building Department staff between ca. 1920 and 1932 are also included in the files.

The series includes drawings submitted to the Building Inspector's offices of the municipalities of Point Grey and South Vancouver in support of permit applications in those two municipalities. These drawings appear to have been amalgamated into the Vancouver Building Department records and assigned Building Department file numbers some time after amalgamation of the municipalities in 1929.

Researchers should note that the Building Department and Permits and Licensing did not retain drawings of single family houses. As a result, the series contains very few files documenting houses, other than drawings relating to applications for conversion of single family homes into apartments, rooming houses, or for commercial uses.

City Council minutes

Series consists of the minutes of City Council meetings, the official record of the discussion and decision-making of the governing body of the City of Vancouver. Series is complete from incorporation in April 1886. The minutes are arranged chronologically by meeting and organized into bound volumes numbered 1 through 508. Series also includes supporting documents included as attached reports to the associated Council meetings, or in separate files in series 20 (Subject files) and series 62 (Operational subject files).

Civic award files

Series consists of three subseries: Freedom of the City of Vancouver (1936-1994, 1996-1999, 2002); Civic Merit Awards and other honours (1935-1994); and Rolls of honour (ca. 1919 - ca. 1946). The subseries are composed of records relating to the City's formal recognition of outstanding Canadian figures and to individuals who have made noteworthy contributions to the City government or to the community. Records include photographs of most award scrolls, photographs documenting some of the award presentations, a small proportion correspondence, some working notes, news clippings on the individuals to whom awards were presented, and rolls listing the names of City and Board employees who fought in the First and Second World Wars.

Water service record cards

Series, microfilmed by the Greater Vancouver Real Estate Board for its own use, shows the top section of the water service record cards only. The "record of fixtures" was not filmed. Used by the Archives as an address index to water service application numbers (which are necessary to find water services records (MCR 26) and legal descriptions for properties (used for Property Tax records searches, etc.). Arranged alphabetically by streets, followed by numbered avenues east, then numbered avenues west.

Deputy Medical Health Officer's records

Series consists of registers of infectious diseases; photographs of victims of the 1931-1932 smallpox outbreak, tuberculosis hospitals and wards; minutes and correspondence of the Deputy Medical Health Officer.

Heritage inventory of Vancouver schools

Series consists of two subseries: "Inventory forms" and "Research files", relating to the preparation of an inventory and report containing heritage evaluation analysis of Vancouver's school buildings. The consultant's final report (filed at 79-D-5 file 19) was presented by the Heritage Advisory Committee to the Standing Committee on Planning and Development; it then formed on clause of a report presented to Council by the Standing Committee on 15 June 1982. The "Inventory forms" subseries (1982) contains information on each school building such as construction date, history, architecture, and urban context, and general heritage evaluation. The "Research files" subseries (ca. 1900-1982) consists of background files (including photographs taken for quick reference purposes by the consultant), inventory forms (including photographs), and the consultant's report. All schools were assigned a site number, so both subseries are arranged in site number order.

City Council in camera supporting documents

Series consists of three subseries: Meeting files (1965-1993); Subject files (1959-1979); and Business license case files (1968-1978), all relating to Council business which was discussed and decided during "in camera" meetings. Issues typically relate to senior staff personnel matters, labour matters, and those which concern discretionary budgetary allocations or joint funding with other governments. Also represented are records relating to Council's "in camera" function as the appeal body to the business licensing decisions made by the License Inspector. Subseries arranged in order given above.

Elections - alphabetical indexes of voters

Series consists of alphabetical indexes of voters, on microfiche 1976-1989, and in bound volumes 1993-1996. Please note that not every year is represented; some of the years that are represented include only owners (and in one instance only residents). As of 1993 the sort is an amalgamation of owners and residents. Arranged chronologically, up to 1987 subdivided into owners and residents.

Elections - voters' lists

Series consists of unsigned printed voters' lists 1886-1953 and, as of 1954, officially signed and sealed bound lists arranged by polling district. These relate to the gathering of the essential information required to document voting eligibility and for use to confirm voting eligibility at polling outlets. The voters' lists were prepared by the City 1886-1986, until on November 24, 1987 City Council decided to utilize the Provincial voters' lists for its own elections, since City and Provincial eligiblity requirements were now equivalent. As of 1988, therefore, the "Civic list of electors" is a list generated at the provincial level. Polling district maps are included; within polling districts arranged alphabetically by name. From 1969-1986 the voters' lists are separated, i.e. there is one bound volume containing the "Owner voters' list" and another containing the "Resident voters' list". Arranged chronologically.

Elections - record of elections

Series consists of handwritten, typed, and otherwise reproduced, signed originals of poll by poll and final tallies for general elections and a variety of by-law and other plebiscites. General elections were held for mayors (from 1886), aldermen or councillors (from 1886), Park Board commissioners (from 1888), licence commissioners (from 1892), and school trustees (from 1893). Debenture issue and accounting records

Series consists of records relating to the issuance, sale, and management of debenture issues by the City. The series also includes records created by the City to manage post-amalgamation interest payments for debentures issued by the Municipality of Point Grey.

Records include a register of applications to purchase debentures and a cash book of purchases of debentures issued under the authority of by-law 2378, as well as a group of summary reports from the City Accountant's Office to the Treasury Department regarding upcoming debenture maturities.

Building Inspector's subject files

Series consists of the subject files of the City Building Inspector, as head of the Building Department (until 1968), then as head of the Building Inspection Office within the Permits and Licenses Department (from 1969), relating to administrative matters, to building inspection (to ensure adherence to zoning regulations including for the public housing projects), and to plumbing inspection (according to regulations of the Plumbing By-law). The City Building Inspector worked closely with the Director of Planning and the Corporation Counsel, in maintaining zoning and inspection regulations. This group of officials also worked as part of the decision making bodies: the Technical Planning Board (of which the Director of Planning was the chair); in consultation with the Town Planning Commission (as merited); reporting to the City Council committee responsible (names varied, e.g. Building and Town Planning Committee, responsibilities taken over by Board of Administration in 1966), and, if a case proceeded further, to City Council in public hearing. All of these officials and bodies and the processes of their time are documented here. Some of the special projects files contain copies of plans and the low rental public housing files contain CMHC applications. Also included are some applications from property owners for Zoning and Development By-law amendments (1962-1965). Arranged alphabetically by subject.

Series consists of originals of "Building report for month of . . . ", relating to reporting numbers on permits issued and monetary values of the building or alterations authorized, according to zoning guidelines of the City. Arranged chronologically.

Engineering Department slide collection

Series consists of images (slides) taken in support of Engineering Department work performed in the 1970s and 1980s. Major projects undertaken in this time that are documented in this series include the construction of the Expo Line (Skytrain), the construction and opening of the 1985 Cambie Street Bridge, the cleanup of the shoreline around False Creek and building of the Seawall, and the conversion of Granville Mall to pedestrian use.

Other images in this series show work at the Vancouver Landfill in Burns Bog (Delta, BC), construction and maintenance of streets, sidewalks, sewers, waterworks, lighting, and parks throughout the city, and Engineering equipment and facilities.

Individual image titles are taken from the database used by the Engineering department to organize and catalogue the images. The titles tend to relate to projects and activities, and are not always reflective of the content of the images. 991 images were not identified in this database and are currently untitled. Images in this series were taken by City employee Alan (Al) Ingram.

Series also includes one subseries of textual records (subseries 1 - Supplementary paperwork) used to organize the images.

City Clerk's Office operational subject files - including Council supporting documents

Series consists of City Council and Council committees supporting documents, communications to Council from internal and external sources, and a wide variety of informational material (pertaining to Council business and the running of the bureaucracy), all relating to the background and decision-making of issues before Council, to the Clerk's capacity as information officer for and public liaison with Council, and to the recordkeeping responsibilities of the Clerk for the City at large. The physical arrangement is by filing classification number in 3-year batches (the classification lists have been kept; see related records note below), and the principles of that arrangement have been maintained in the printed filelist: that is, the major categories are treated as subseries, and the filing within each subseries is alphabetical by file title (with minor title editing for language consistency over time). Series consists of four registers of building permits; three are arranged by legal description number; the third is arranged chronologically.

Building permit registers

Series consists of two subseries: daily reports of building permits (Oct. 1941 - Dec. 1942, Jan.-Dec. 1947) and record/registers of building permits (1901-1904, 1909-1945). Records relate to applications to erect or alter buildings according to by-law requirements and fees charged for the permits by the City. The daily reports, the incomplete sequence, give essentially the same information as the record/registers - owner, architect, contractor, and details (e.g. "alteration to front") - except during the 1940s when the "daily reports" were slightly more detailed whereas the record/registers emphasized values. The A - Z record books for 1901-1911 are arranged by name of owner, while the books for 1912-1945 were kept in one long sequence by permit number (i.e. chronologically); 1912-1920 record books also contain indexes by name of owner.

Fire record journals

Series consists of a listing of fires, giving alarm box, date, time, location of fire, building type, owner, cause, amount of loss, and insurance. Records are arranged chronologically.

Property tax assessment maps

Series consists of records created during the process of determining assessments for real property in the City of Vancouver. Records consist of copies of portions of city sectional maps which have been mounted on board. The majority of the maps have been heavily annotated in pencil with information used to determine assessed values of properties, including most recent resale values, square footages, presence or absence of sewers in neighbourhoods, recent flooding, etc.

For many of the areas of the city there are two maps, one of which may have little or no annotation.

Pont Grey annual reports and financial statements

Series consists of annual reports of accounts for the Corporation of Point Grey, submitted to the Reeve and Council and maintained by the Clerk to the Municipal Council. There are no annual reports for 1910 and 1916, Arranged chronologically.

Environmental Health Division Photograph and newsclipping albums

Series consists of two albums. The first album contains 113 photographs of interior and exterior views of condemned buildings, smallpox patients, and views of areas in Vancouver with sewerage drainage problems; and newspaper articles related to sanitation and public health issues. The second album contains 49 photographs of interior and exterior views of condemned buildings, and views of water impounded due to blockages in sewers drainage system. Originally arranged in two albums. For conservation reasons, the albums have been dismantled, and newspaper clippings removed. A photocopy of each album records the original arrangement.

Real property appraisal cards

Series consists of real property appraisal cards covering residences, farm dwellings, duplexes, row houses, and small apartments. Affixed to each card is a small black and white photograph of the property. Each card contains a detailed description of the property and its appraised value. Arranged by roll number.

Heritage inventory research files and building photographs

Series consists of research files on category A and B heritage designated buildings in Vancouver compiled in 1978 under the supervision of Edward Gibson of Simon Fraser University, further to the passing of the province's Heritage Conservation Act. Most of the files contain data sheets, architectural and historical research notes, copies of land title documents, bibliographies, and reprinted articles. Most files also contain a summary document prepared in 1979. Also part of this series are the buildings photographs (June 1978) removed from the files (now assigned item identifiers with the prefix CVA 409, there are corresponding 35 mm and 120 mm negatives). Both the files and the photographs are arranged alphabetically by building name.
