Zoning Secretary's public hearings files

Series consists of records documenting public hearings as special meetings of City Council, conducted to make determinations on re-zoning applications.

The records consist of Council zoning supporting documents, records created and accumulated by the Building Department's Zoning Secretary, who kept petitions, external correspondence, internal correspondence, and attachments (including plans) relating to City hearings on zoning matters until, until responsibility for re-zoning was transferred to the new Planning Department in 1952.

Zoning Board of Appeal minutes

Series consists of minutes of the meetings of the Board, individual notices of appeal, and the occasional annual report of the Board, all relating to Zoning By-law exception rulings (overruling decisions of city officials and bodies). The minutes record the Board's decisions on each appeal. The attached notices of appeal record the location of the property, name of appellant, his or her address, nature of the appeal, and the decision of the Board. Arranged chronologically.

Zoning and Development By-law amendment records

Series consists of records documenting proposed and initiated amendments to the main text, appendices and schedules of Vancouver's Zoning and Development By-law (No. 3575) and its predecessor Zoning By-law (no. 2516 ). The series does not contain by-law amendments relating to individual properties.

The series consists of inter-departmental and external correspondence; reports to Board of Administration, Council and Standing Committees; and intra-departmental memoranda documenting discussions re: the need for specific amendments, the wording of proposed amendments, and drafts of proposed amendments to the by-law.

The series also includes records documenting the creation and deletion of building lines. As of the passage of By-law no. 3575, this was accomplished by means of revisions to Appendix E of the by-law; before this, building lines were established by Planning Department policy.

Workmen's Compensation Board registers

Series consists of lists of civic employees who registered injuries with the Workmen's Compensation Board. Each entry indicates the name of the department, name of employee, claim number, cause and date of accident, amount of time off, and amount of compensation. The registers are unbound. Arranged in multi-year sets, therein by department, and therein chronologically.

Water works register of appropriations for roadwork

Series consists of a register listing all instances of roadwork, drainwork, etc. It is possible to determine the date of the work, the portion of a street for which work was completed, and the cost of the work by looking up a street name. The date sequence appears complete. Arranged alphabetically by street name.

Series consists of accounting records of the Waterworks Dept., including administrative and operational expenses. 1929-1933 records are missing. After 1933 the record is called "Distributing Journal". Arranged chronologically.

Water Works Department valve inventory

Series consists of a large valve inventory compiled for reference purposes. It contains 160 pages of descriptions and accompanying drawings of valves at cross streets and other city locations. Indicated are valve sizes, number of turns required to open or close a valve, exact locations, type of valve (e.g. vertical, gate, etc.), sizes of bypasses, and characteristics of valve chambers. Includes alphabetical street name contents list. This record may have been compiled shortly after the amalgamation of Vancouver, Point Grey, and South Vancouver. Arranged more or less in alphabetical order by associated street name.

Water Works Department plumbing record

Series consists of a record of plumbing work done on houses and buildings in the city, as well as existing plumbing fixtures at each location. Entries list the city lot number, street name, date, owner, number and type of fixtures at that location, the plumber's name, remarks, and cost. Arranged according to location by district lot number.

Water Works Committee reports to Committee and Council

Series consists of reports of the City Engineer to the Water Works Committee, and reports of the Committee to Council (the 1910 volume contains only the former) kept by the City Engineer. The 1937-1940 volume consists of Board of Works reports on water matters, as the Board had taken over these responsibilities when the Waterworks Committee was abolished. Each bound volume has an index attached to the back cover. Arranged chronologically.

Water Works Committee minutes

Series consists of minutes of the regular and special meetings of the Water Works Committee kept by the City Engineer. Included are Water Works Department reports, department requests for approval (and a record of the decision), Committee recommendations to Council, incoming correspondence from the public, copies of related by-laws, incoming correspondence from the public, copies of related by-laws, documentation of relations with contractors and employees, and with adjoining municipalities. Each bound volume has an index attached to the back cover. Arranged chronologically.

Water supply development records

Series consists of maps, plans and profiles of the Vancouver water supply system and the area which supplies the system. Included are detailed technical drawings of pipes, joints and the mechanical systems. There are also a number of maps of the North Vancouver creeks which supply the water system. A third group are linen drawings of tenders, submitted for pipes and other materials in the system. Lastly, there are engineering profiles of the creeks involved in the system.

Water service record cards

Series, microfilmed by the Greater Vancouver Real Estate Board for its own use, shows the top section of the water service record cards only. The "record of fixtures" was not filmed. Used by the Archives as an address index to water service application numbers (which are necessary to find water services records (MCR 26) and legal descriptions for properties (used for Property Tax records searches, etc.). Arranged alphabetically by streets, followed by numbered avenues east, then numbered avenues west.

Water rates journals

Series consists of an incomplete sequence of water payments (1892-1893, 1900, 1902, ca. 1905?, 1914-1920). The 1892-1893 record indicates the company name, the volume of water consumed, and the associated costs; the 1900 and 1902 volumes show the owner's name and payment record; the 1919 volume contains also plumbing details (e.g. no. of toilets). A separate volume contains properties which were deemed out of the ordinary and is complete for 1914-1920. Arranged chronologically.

Water application record books

Series consists of a record of applications for water service, in chronological order by date of application. Entries are numbered consecutively and the applicant's name, address, and city lot number are recorded. The earlier volume was begun by the Vancouver Water Works Company, a private utility which supplied the city's water before the City took it over.

Series consists primarily of correspondence and minutes of meetings relating to various aspects of the program. Arranged alphabetically by subject within years.
An accrual to these records representing the years 1975-1977 consists of files for subjects beginning with V and W only; files begining with A-U were destroyed by the creating office prior to the transfer to the Archives.

Series includes, in addition to water applications, many installation orders, requisitions for meters, application and agreement forms, applications for supply service connection, and applications for fire service connection. Vancouver Court of Revision supporting documents

Series consists of record keeping and working files of appeal court sessions which authorized changes to the voters' list (1956-1963, 1976), the real property tax roll (1950- 1956, 1971-1975), the business tax roll (1970-1984), and local improvement projects (1967-1986). The early sequence of voters' list files contains amended and signed voters' lists (including some lists of aliens not eligible to vote), while the early set of property tax files are the official assessment appeal records annotated by the Assessment Commissioner. Other records are working files containing lists of property tax and business tax appeals (with some decisions indicated) and associated correspondence. Local improvement files contain lists of projects, correspondence, and associated Council minutes. Real property and local improvement files contain a small number of photographs submitted as part of appeals packages. Subseries are interfiled. Arranged chronologically by Court date.

Vancouver bridge records

Series consists of a variety of records relating to the planning, designing, and opening of Vancouver's bridges. Included are plans for the Connaught Bridge (1910) and the Burrard Street Bridge (1930-1931), Granville Street Bridge (1952), photographs of the Granville Street Bridge (1954), and motion picture films on the building of the Granville Street Bridge (1954) and the Cambie Street Bridge (1986). Filing units arranged chronologically by start date.

Vancouver and Burnaby levels and benchmarks surveying records

Series consists of surveying data for streets in Vancouver, Burnaby and Point Grey, including a bound volume recording levels and benchmarks for the city of Vancouver 1891-1903, and two files of miscellaneous benchmarks and field notes for Vancouver, Burnaby and Point Grey. The bound volume is arranged alphabetically by street name and indexed, with occasional sketches and profiles interleaved. The files contain notebooks, loose papers, and street maps arranged in no apparent order.

Union anomalies, arbitrations, and grievances case files

Series consists of annual file sets primarily on "anomalies", but including arbitrations and a few grievances, relating to City (employer) negotiations with the inside (Local 15) and outside (Local 1004) unions, including Parks, Police, and Library units. Inside union predominant dates are 1957-1969; outside union predominant dates are 1952-1969. (Not all years are represented because discussions took place around union contract periods.) Series also includes files documenting union jurisdiction and certification. Documented are primarily union jobs (e.g., Clerk III, Housing Inspectors, etc.), along with position histories (and frequently mentioning the names of the individuals who filled them), but the odd senior position is represented also. Records include Board of Arbitration minutes (reference copies), some draft agreements with the unions, correspondence with the unions, internal correspondence, analyses of various types (including positions surveys, i.e., charts which compare the same positions among several government and/or private sector organizations), and departmental organization charts which situate the positions being considered for reclassification or salary increase/decrease. Arranged alphabetically by file title (i.e., fringe benefits, inside union, outside union, statutory holidays, etc.), and therein chronologically. The files were arranged according to "inside union" and "outside union", and therein designated by year, with detailed and inconsistent file titles (these are cited on the file folders only, for privacy reasons).

Transportation Planning Engineer Expo 86 files

Series consists of correspondence, informal reports, City reports, consultants' reports, notes to file, minutes of the Transportation Working Group and the Expo Traffic Operations Group, and architectural drawings of sites, relating to transportation and traffic planning activities of committees of Provincial, Expo, and City officials for Expo 86. Textual records arranged chronologically; oversize maps and architectural drawings are a separate chronological sequence.

Transcripts of Governmental Review Commission proceedings

Series consists of original typed transcripts of Hearings no. 1-12 and 17-18 (which include handwritten corrections), relating to the expertise and opinions of a full range of community and individual represention on the question of electoral reform and consideration of the ward system. Arranged in hearing number order, i.e. chronologically by date of hearing.

Traffic Division traffic reports

Series consists of records containing traffic volume and intersection flow data (the purpose of the creation of which was to improve traffic flow by changing signals, lanes, parking regulations, etc.). The data were entered by hand until 1967, after which time the traffic counts were produced by counter tapes so the record format changed to computer printouts.

Town Planning Commission secretary's subject files

Series contains administrative files, Commission committee files, "zoning" files (1940s), "public hearing" files (1946-1952), and operational files containing correspondence and quite a variety of other records. Some of the files were accumulated and used for reference purposes (these include books and pamphlets). Arranged in several sets of records, and therein alphabetically by subject. A proposal report containing housing photographs (1942) is at the end of the series.

Town Planning Commission minutes

Series consists of bound minute books of the meetings of the Town Planning Commission, relating to decision-making based on the recommendations of the Board's standing and special committees. Standing committees, which, between them, carried out the functions of city planning and zoning regulation, were: the Harbour and Railways Committee, the Plans Approval Committee, the Recreation and Civic Art Committee, the Street Widening Legislation Committee, the Legislation Committee, the Publicity Committee, the Streets and Transit Committee, and the Zoning Committee (2 Feb. 1939 period, Board minutes). Arranged chronologically.

Technical Planning Board records

Series consists of records documenting the activities of the Technical Planning Board, its Development Permit Sub-committee, and special sub-committees created for fixed terms to address specific planning issues.

Records include agendas, minutes of meetings, copies of reports of the Board and its sub-committees on a variety of subjects, and memoranda regarding meetings. The records were retained in the Planning Department's central files, as the Director of Planning was the Chair of the Board and Planning Department staff acted as Chairs of the Board's two sub-committees.

Series consists of case files on land and lots considered for subdivision approval. Each case file is represented by one microfiche. Arranged in legal description order with the following area or project files at the beginning: B.C. The subdivision files have been accumulated since the 1950s in the Department's role as coordinator and approval authority of the land subdivision approval process as governed by the Land Registry Act and the Subdivision Control By-law. Council approval was required when particular engineering considerations were factors. Represented are all those properties considered for subdivision (including large scale subdivisions and air space subdivision), which were adjacent to a property considered for subdivision, which were considered for other legal adjustments (e.g. title changes, right of way changes, consolidation of parcels, creation of new roads), or which concerned the City's leases outside Vancouver. The records document the subdivision approval process which proceeded as follows: property owners submitted applications to subdivide to Planning, Planning coordinated the City's consideration of the application in consultation with Engineering and other offices as necessary, the subdivision approval officer made a decision (and referred individual cases to the City Engineer when Council approval was required), then Planning informed the applicant of the City's decision. Records include subdivision applications, internal and external correspondence of the Planning and Engineering Departments, plans prepared by Engineering and external individuals/companies for development purposes, leases, meeting notes, and associated Council documentation.

Series consists of records relating to land subdivision (primarily Champlain Heights). Included are Council resolutions and reports on traffic, facilities, soil and other issues. Arranged alphabetically by subject.

Street ends files

Series consists of a variety of legal or survey files containing records relating to property title at street ends, i.e. any street that ends at a waterfront. These waterfront files contain information on sales, leases, dedications, sub-divisions, easements, rights-of-way, encroachments, areaways, etc. The records have a legal, fiscal, and historical significance respecting other levels of government, railways, and the public. (This series was discontinued in 1974 and replaced by "Legal/Survey Files", not yet held by the Archives). Arranged alphabetically by street name.

Series consists of notes, photographs, media kits and banners relating to the Committee's activities to document the artists' work and the hanging of the banners on Vancouver streets.
