Series consists of photographs taken by the Planning Department according to the requirements of departmental projects over the years. Airport Board's correspondence

Series consists of incoming and outgoing correspondence relating to requests received from the private and public sectors on matters in which the Board was authorized to grant permission, e.g. site, buildings, insurance, etc. Attached items include plans. Files also contain cross-reference sheets pointing to correspondence filed in series 523, Operational subject files. Arranged alphabetically by correspondent or subject.

Street ends files

Series consists of a variety of legal or survey files containing records relating to property title at street ends, i.e. any street that ends at a waterfront. These waterfront files contain information on sales, leases, dedications, sub-divisions, easements, rights-of-way, encroachments, areaways, etc. The records have a legal, fiscal, and historical significance respecting other levels of government, railways, and the public. (This series was discontinued in 1974 and replaced by "Legal/Survey Files", not yet held by the Archives). Arranged alphabetically by street name.

City Manager's operational files

Series consists of records which document strategy development among appointed and elected officials on matters which came before City Council (including some originals which had been addressed to department heads). Although predominant dates are 1968-1976, these are the issues before the City from the time of the establishment of the City Manager position (which coincides with a broad functional organization of the filing system, mid-1970s on). Arranged generally by broad functional area (i.e. by department).

Main Street sea wall construction photographs

Series relates to the construction of the Main Street sea wall which was "partially completed under terms of contract with Canadian National Railways (cost to C.N.R. $243,103)" (ref case file). The work took place 11 Nov. 1915 until 17 Oct. 1917. Images show C.N.R. wharf and surroundings (some show closeups). Includes key map which documents vantage points of all the photographs.

Building Inspector's Technical Planning Board minutes

Series consists of the Building Inspector's copies of the minutes (Sept. 1959 - June 1972). The position had been part of the Building Department until 28 Feb. 1967, then became part of the newly established Permits and Licenses Department. The Building Inspector sat on the Technical Planning Board, gave input, and carried out decisions. Also included are Civic Design Panel minutes (1962-1971), Development Permit Sub-committee minutes (1964-1966, 1970-1972), and Zoning and Real Estate Sub-committee minutes 1963-1966). Zoning Secretary's public hearings files

Series consists of records documenting public hearings as special meetings of City Council, conducted to make determinations on re-zoning applications.

The records consist of Council zoning supporting documents, records created and accumulated by the Building Department's Zoning Secretary, who kept petitions, external correspondence, internal correspondence, and attachments (including plans) relating to City hearings on zoning matters until, until responsibility for re-zoning was transferred to the new Planning Department in 1952.

Series consists of audio cassette tapes of inaugural Council meetings (1977, 1979, 1980, 1982, 1984, 1986, 1988, 1996, 1999, 2002) and of Penthouse hearings (Mar. and July 1978). 90 minute tapes were recorded at "half speed". Arranged chronologically.

Civic awards, addresses and memorials

Series consists of addresses, various greetings to and from the City of Vancouver, awards, and certificates Addresses include those from Eilat, South Israel, with regard to opening ceremonies of the Hadassah exposition in 1958; and from Lord Mayor and Council, City of London in 1936. Certificates of merit include those regarding Housing Cooperation and Victory Loan campaign. Also included in this series are the proclamation of Archives week signed by Mayor Volrich, November 1979, a carved wooden plaque presented to the City of Vancouver by the Odessa City Council during a Sister City visit, a photograph of the Official Vancouver Summit scroll signed by Prime Minister Mulroney, President Clinton and President Yeltsin on April 3, 1993, and a Certificate of Thank-You from Prime Minister Jean Chretien for service, APEC '97, November 19-25, 1997. The series also includes one subseries, which consists of congratulatory messages and proclamations sent to the City of Vancouver in 1986 in recognition of the City's centennial.

Board of Administration Commissioners' subject files

Series consists of the files of the Board of Administration, relating to the Board's mandate to advise on and execute City Council's policies and legislation, coordinate municipal services, direct the business affairs of the City (budget preparation, expenditures authorization, etc.), communicating these matters to City Council by reports to each meeting. Represented in this series are the records of the four Commissioners who served (two at a time): Frank Jones, 1956-1959 (as Commissioner of Finance); John C. Oliver, 1956-1965 (as Commissioner of Works); Gerald Sutton Brown, 1960-1973; and Lorne E. Ryan, 1965-1974 (who subsequently went on to become City Manager, see series 578 for the continuation). Emergency Management files

Series contains administrative and operational files pertaining to earthquake preparedness; emergency exercises; training programs and seminars; emergency communications and social services; and transportation of hazardous materials. Series also includes Civil Defence publications, a set of maps (1961), and news clippings (pred. 1956-1966). 1985, 1987 and 2000 transfers arranged in filing number order; 2002, 2003 transfers arranged in file order.

Union anomalies, arbitrations, and grievances case files

Series consists of annual file sets primarily on "anomalies", but including arbitrations and a few grievances, relating to City (employer) negotiations with the inside (Local 15) and outside (Local 1004) unions, including Parks, Police, and Library units. Inside union predominant dates are 1957-1969; outside union predominant dates are 1952-1969. (Not all years are represented because discussions took place around union contract periods.) Series also includes files documenting union jurisdiction and certification. Documented are primarily union jobs (e.g., Clerk III, Housing Inspectors, etc.), along with position histories (and frequently mentioning the names of the individuals who filled them), but the odd senior position is represented also. Records include Board of Arbitration minutes (reference copies), some draft agreements with the unions, correspondence with the unions, internal correspondence, analyses of various types (including positions surveys, i.e., charts which compare the same positions among several government and/or private sector organizations), and departmental organization charts which situate the positions being considered for reclassification or salary increase/decrease. Arranged alphabetically by file title (i.e., fringe benefits, inside union, outside union, statutory holidays, etc.), and therein chronologically. The files were arranged according to "inside union" and "outside union", and therein designated by year, with detailed and inconsistent file titles (these are cited on the file folders only, for privacy reasons).

Communications Division videotapes

Series consists of half hour programs broadcast by Rogers Television and hosted by Arlene Ami. 1998 programs were co-produced by the City of Vancouver and the Vancouver School Board. 1999-2005 programs were co-produced by the City of Vancouver and the Greater Vancouver Regional District (GVRD). Production was coordinated by the Communications Division of the Office of the City Clerk, which described the contents as follows: "Stories in the 1998 season focused on City of Vancouver and Vancouver School Board issues. Subsequent seasons concentrated on municipal and regional issues - both current and past - with the intention of expanding the public's understanding of the people, events and issues that shape the region." Series consists of water service ledgers detailing, for each property, the date, owner, occupier, number of taps, date of account, and record of payments. Arranged chronologically and by district lot number.

Series consists of deeds, mortgages, agreements and related documentation pertaining to the sale of land, property, electrical energy and so on. Also included are a list of deeds and agreements and an alphabetical index to agreements. Arranged numerically.

Subdivision development files

Series consists of records relating to land subdivision (primarily Champlain Heights). Included are Council resolutions and reports on traffic, facilities, soil and other issues. Arranged alphabetically by subject.

Accounting ledgers

Series consists of records which document expenditures by City committees and departments, and movements of cash into and out of accounts.

The series consists of a variety of types of bound volumes, which record expenditures at the level of individual transactions. The format of the records changed significantly over the course of the City's history as the administration grew, services increased, and accounting requirements evolved.

As a general rule, expenditures were recorded in two ways: by department or budget account (General ledgers) or by the appropriation which supplied the funding for the transaction (Appropriation ledgers or Detail Ledgers). In the early years, a single ledger contained both department/account information and appropriation information. In October 1950, the listing of transactions by appropriation was created in its own set of ledgers, called Detail ledgers until May 1956; as of June 1956, these were called Appropriation ledgers.

As of 1957, there are two sets of General ledgers: one which listed individual transactions by account, printed out each month, and a year-end ledger which listed each month's balances for each account.

Until 1950 the ledgers contain manual entries. As of the end of 1950, the ledgers are computer printouts.

The series also contains two Cash ledgers from the 1880s; these books document the value only of cash transactions from various licenses and other non-appropriation sources, and deposits into the City's bank accounts.

Comptroller's incoming letter registers

Series consists of 7 letter registers of incoming correspondence, both external and internal, received by the Comptroller. Each entry consists of the document's registry number, date received, sender's name and address, date of letter, subject, and disposition (to whom it was forwarded).

Industrial Commissioner's subject files

Series consists of subject files containing correspondence and other documentation pertaining to a wide range of matters, including: advertising, annual reports, civic improvements, housing reports, industrial statistics and questionnaires, natural resources, property uses survey, rezoning, steel, and Vancouver Industrial Development Commission.
