City Council Special Committee minutes

Series consists of minutes of special committees, boards, commissions, task forces, and of other "non-standing" committees of Council (although there is flexibility about what differentiates special and standing committees or what defines a special committee during some periods). The earliest minutes consist of nine bound volumes of "Special Committees" (1890-1891, 1930-1948) and "Traffic Commission" (1929-1948), prepared in Council minutes style, and numbered volumes 66-74, a continuation in the numbering of series 33 (Standing committee minutes). 1892-1929 and 1960-1974 special committee minutes appear not to have been kept as a separate recordkeeping unit, but were frequently quoted verbatim within Council minutes (series 31). 1930-1948 minutes in the bound volumes and 1949-1959 minutes are arranged by year, often with minutes of various committees interfiled (with the exception of the Traffic Commission which is a separate set). Files dating from 1975 are also arranged by year and therein alphabetically by committee name.

Series consists of the minutes of City Council meetings, the official record of the discussion and decision-making of the governing body of the City of Vancouver. Series is complete from incorporation in April 1886. The minutes are arranged chronologically by meeting and organized into bound volumes numbered 1 through 508. Series also includes supporting documents included as attached reports to the associated Council meetings, or in separate files in series 20 (Subject files) and series 62 (Operational subject files).

Series consists of records pertaining to the rental and leasing of City property. Included are lease and rental agreements (and related correspondence and reports) between the City and various individuals and organizations, pertaining to the Renfrew and Fraserview housing projects as well as False Creek. Redevelopment files subsequent to the 1957 Vancouver Redevelopment Study

Series consists of records pertaining to the activities of the Properties Division arising from the Vancouver Redevelopment Study of 1957. In the context of that study, the Division was responsible for the acquisition of land titles, as well as temporarily relocating former residents of properties acquired, demolition, clearing and grading of properties, dedication of streets and lands, registration of subdivisions, and dealing with lands offered for disposal.

Most of the records are "project files" which contain correspondence, reports, copies of agreements, clippings, and architectural plans. "Acquisition files" contain property descriptions, a few photographs of some of the properties, and correspondence concerning the purchases of property for redevelopment projects.

Projects no. 1, 2, and 3 are defined as follows. Project no. 1 was organized into the following subareas: A-1 - Raymur-Campbell public housing; A-2 - MacLean Park Playground; A-3 - MacLean Park public housing; and D-1 - blocks within the boundaries of 1st Avenue, Granville, 6th Avenue, and Burrard. Project no. 2 was divided into the following subareas: A-5 - blocks within the boundaries of waterfront, Clark, Hastings, and Heatley; A-6 - MacLean Park public housing; and A-7 - Strathcona School site extension. Project no. 3 concerned blocks within the boundaries of Hastings, Woodland, Columbia, and Boundary.

Series consists of case files containing appraisals, photographs, and valuation reports of City-owned property. The case files were created by units called the Lands and Rentals Department (to 1956), the Property and Insurance Division (and later the Properties Division) of the Finance Department (1959-1987), the Properties Division of the Civic Buildings Department (1987-1989), and the Housing and Properties Department (1989-1995). Arranged in multi-year sets (1959-1967, 1968-1972, 1968-1975, 1979-1982, 1966-1983, 1986-1990).

Series consists of subject files from several periods. Files dated 1906-1948 consist primarily of subjects on City financial administrative matters; files dated 1949-1959 are complete and unappraised annual sets on all administrative and operational subjects; files from the 1960s are multi-year subject files, with the latest accrual carefully appraised and documenting only the City's operational activities which are not already represented in the City Clerk's files. Series consists of real property appraisal cards covering residences, farm dwellings, duplexes, row houses, and small apartments. Affixed to each card is a small black and white photograph of the property. Each card contains a detailed description of the property and its appraised value. Arranged by roll number.

Annual operating budget files

Series consists of microfilm copies of textual records documenting budgets, budget adjustments, and expenditure justification. Records are estimates, revised estimates, Manager's minutes and Council minutes (which are duplicates of other series), as well as correspondence explaining the need for budget items, and in some instances general information about the organizational unit requesting the funding. Arranged in annual sets and therein alphabetically by department, agency or project.

Water service record cards

Series, microfilmed by the Greater Vancouver Real Estate Board for its own use, shows the top section of the water service record cards only. The "record of fixtures" was not filmed. Used by the Archives as an address index to water service application numbers (which are necessary to find water services records (MCR 26) and legal descriptions for properties (used for Property Tax records searches, etc.). Arranged alphabetically by streets, followed by numbered avenues east, then numbered avenues west.

Scavenging accounts receivable register

Series comprises a record of garbage collection particulars for all properties. Indicated on the computer printouts are: name of owner, address, number of cans collected, and amount billed. Other information is the "mail code" (designated when billing is to be sent to another address), the "restriction code" (shows limit on the number of cans), "allowance" (refers to the number of cans collected at no charge), and "arrears signal" (giving amount in arrears). Arranged by year and therein in coordinate number order.

Series consists of bound volumes of letter press books containing copies of letters sent by the City Clerk to both internal and external addressees. Each bound volume contains an index of addressees.

Property tax statements

Series consists of records documenting the levying of taxes and other City and non-City charges on properties in the City of Vancouver. The records are the main tax billings sent out by the City annually in the spring, and indexes to those billings which cross-reference civic addresses with tax account and assessment coordinate roll numbers. The records are in the form of computer-output microfiche, and the main billings are organised by tax account number.

Series consists of City applications to higher levels of government to receive grants in exchange for property tax exemptions. Arranged by grant type.

Property tax appeal letters

Series consists of correspondence from individuals and agents who are appealing assessments on residential, commercial, and industrial property. The letters which initiated appeals heard by the Court of Revision contain, in some instances, descriptions of property owners' neighbourhoods (including socio-economic factors). Arranged by legal description.

Property tax appraisal field notes

Series consists of forms created during the process of determining the assessed value of buildings on properties in the city.

Forms list several addresses of single family dwellings with hand-written details about the corresponding buildings. Information on each property generally includes: Permit number; civic address; building type, dimensions and age; replacement value and depreciation; building configuration (number of floors and rooms, foundation type, presence of basement, roof type, exterior finish, type of construction, type of plumbing and heating), presence of a garage on the site, and the assessed value of the improvements for a 20 year range. In some instances, a small floor plan outline drawing has been made on the reverse of the form).

The records are arranged by legal land description. The series does not include the West End and Downtown (D.L. 185 and D.L. 541).
