Union anomalies, arbitrations, and grievances case files

Series consists of annual file sets primarily on "anomalies", but including arbitrations and a few grievances, relating to City (employer) negotiations with the inside (Local 15) and outside (Local 1004) unions, including Parks, Police, and Library units. Inside union predominant dates are 1957-1969; outside union predominant dates are 1952-1969. (Not all years are represented because discussions took place around union contract periods.) Series also includes files documenting union jurisdiction and certification. Documented are primarily union jobs (e.g., Clerk III, Housing Inspectors, etc.), along with position histories (and frequently mentioning the names of the individuals who filled them), but the odd senior position is represented also. Records include Board of Arbitration minutes (reference copies), some draft agreements with the unions, correspondence with the unions, internal correspondence, analyses of various types (including positions surveys, i.e., charts which compare the same positions among several government and/or private sector organizations), and departmental organization charts which situate the positions being considered for reclassification or salary increase/decrease. Arranged alphabetically by file title (i.e., fringe benefits, inside union, outside union, statutory holidays, etc.), and therein chronologically. The files were arranged according to "inside union" and "outside union", and therein designated by year, with detailed and inconsistent file titles (these are cited on the file folders only, for privacy reasons).

Personnel Services survey files

Series consists of a variety of records (e.g. completed survey questionnaires, tables of figure comparisons, etc.) relating to issues such as salary, benefits, and job classification comparisons between jurisdictions or sectors, and comparisons of other aspects such as working conditions, executive compensation, organizational structure, honoraria, indemnities, and allowances, all carried out and kept by the Compensation and Benefits unit. Survey authors include the City of Vancouver and a variety of outside consultants and organizations. Arranged in annual sets and therein alphabetically by survey author.

Director of Personnel's subject files

Series contains selected files from the Director's Office general filing system, including "subject files", "departmental files" (best represented 1943-1959, few kept after 1974), "labour relations files", and "employee insurance programs" (terms in quotes refer to records schedules). Documented are the following activities: policy development with respect to personnel matters of the City at large as well as on department specific issues concerning hiring, training, and safety; relations between the City and the various unions; policy on non-Union (i.e. "excluded") staff; the evolvement of employee benefits; special hiring made possible through outside funding, etc. Included here up to 1981 are files on surveys carried out by outside bodies and the City comparing personnel issues (as of 1982 these were carried out and filed by the Compensation and Benefits Division). "Departmental files" are not readily identifiable as such, e.g. "Legal" stands for "Legal Department". Files are arranged in order received, and within the various accruals, chronologically.
