Administrative history

The Court of Revision had/has the authority to revise the voters' list, the real property assessment roll, the business tax roll, and local improvement proposals, as determined by provincial statutes. The Court's final sitting to revise the voters' list took place in 1990, to revise the real property tax roll in 1975 (after which the B.C. Assessment Authority took over property tax assessment), and to revise the business tax roll in 1984 (the Business Tax By-law was in effect 1970-1984 only). As of 1995 the Court still sits to review local improvements proposals. Records are created by the Court of Revision, and filed by the Assessment Commissioner's Office (1950-1956 Real property tax roll files) and the Office of the City Clerk (1956 to present).

Scope and content

Series consists of record keeping and working files of appeal court sessions which authorized changes to the voters' list (1956-1963, 1976), the real property tax roll (1950- 1956, 1971-1975), the business tax roll (1970-1984), and local improvement projects (1967-1986). The early sequence of voters' list files contains amended and signed voters' lists (including some lists of aliens not eligible to vote), while the early set of property tax files are the official assessment appeal records annotated by the Assessment Commissioner. Other records are working files containing lists of property tax and business tax appeals (with some decisions indicated) and associated correspondence. Local improvement files contain lists of projects, correspondence, and associated Council minutes. Real property and local improvement files contain a small number of photographs submitted as part of appeals packages. Subseries are interfiled. Arranged chronologically by Court date.

The official copy of Court of Revision minutes is dispersed as follows: microfilm located at M 107-4 vol. 8 (Sept. 1886 - Mar. 1891); microfilm located at MCR 2-11 through 2-15 (Feb. 1892 - July 1948); file located at 32-D-5 file 3 (July 1948 - June 1959); then from 1959 on, official Court of Revision minutes became part of Council minutes (series 31). For Court of Revision minutes of the municipality of Point Grey (which became part of Vancouver in 1929) see microfilm located at MCR 46. Additional Court of Revision supporting documents are dispersed as follows: Assessment Commissioner's files on all types of appeals to Court of Revision, including assessment rolls (1929-1971, series 282, Finance Department fonds); property tax appeal letters also filed by the Assessment Commissioner (1949-1961, series 284, Finance Department fonds); additional assessment rolls are filed within the Clerk's series 20 (Subject files). Less closely related are the Clerk's files on local improvements revisions (in series 20) and the Electrical Department's street lighting revisions (in series 348, 1962-1974, in Engineering Department fonds).
