The Office of the Mayor was created by the Act of Incorporation of 1886, which identified the Mayor as "the chief executive officer of the Corporation." The duties of the Mayor have remained essentially the same since 1886; revisions to the Charter in 1921 and 1953 have merely stated the duties of the Mayor in more detail. According to the Charter Act of 1953, the mayor is empowered to enforce the law for the government of the city; recommend to City Council any measures deemed expedient; oversee the conduct of all employees under the jurisdiction of Council; and suspend any employee guilty of negligence or misconduct. In addition to his duties as chief executive officer, the Mayor has, since 1904, served as ex-officio chairman of the Police Commission.
