Georgia Viaduct and Granville Street Bridge photographs

Series relates to documenting major City projects in progress and completed. Contained are the following photographs.

Elections - voters' lists

Series consists of unsigned printed voters' lists 1886-1953 and, as of 1954, officially signed and sealed bound lists arranged by polling district. These relate to the gathering of the essential information required to document voting eligibility and for use to confirm voting eligibility at polling outlets. The voters' lists were prepared by the City 1886-1986, until on November 24, 1987 City Council decided to utilize the Provincial voters' lists for its own elections, since City and Provincial eligiblity requirements were now equivalent. As of 1988, therefore, the "Civic list of electors" is a list generated at the provincial level. Polling district maps are included; within polling districts arranged alphabetically by name. From 1969-1986 the voters' lists are separated, i.e. there is one bound volume containing the "Owner voters' list" and another containing the "Resident voters' list". Arranged chronologically.

Downtown street scenes photographs

Series consists of photographs of downtown, Gastown, and Robson Street by Social Planner Ernie Fladell, to document pedestrians and their activities on these streets. Also documented are waterfront views of the west harbour (from Stanley Park) and a view north from Queen Elizabeth Park (i.e. downtown and points south). The exact purpose of the photographs is not known.

City Manager's operational files

Series consists of records which document strategy development among appointed and elected officials on matters which came before City Council (including some originals which had been addressed to department heads). Although predominant dates are 1968-1976, these are the issues before the City from the time of the establishment of the City Manager position (which coincides with a broad functional organization of the filing system, mid-1970s on). Arranged generally by broad functional area (i.e. by department).

Social Planning Department administrative and operational subject files

Series contains subject files documenting the following: administration of the Social Planning Department, the Community Development unit (1971-1974), the Carnegie Centre and the Civic Theatres unit (1978-1984); local area planning (carried out primarily by the Planning Department with input from Social Planning); social policy issues relating to refugees, English language problems, youth services, prostitution, alcoholism, etc.; participation in the social and cultural planning for Expo 86; and multi-government social policy development. City Engineer's Office manuals, reports and publications collection

Series consists of evaluation reports on Engineering activities (parking, street cleaning, landfill, etc.), manuals of the Engineering Department, publications relating to the City's major issues which were kept by the City Engineer, and papers given by the City Engineer to outside organizations, a selection of publications collected by successive City Engineers (since at least 1956, when R. M. Martin, served as City Engineer). Arranged chronologically by start year.

City Council in camera supporting documents

Series consists of three subseries: Meeting files (1965-1993); Subject files (1959-1979); and Business license case files (1968-1978), all relating to Council business which was discussed and decided during "in camera" meetings. Issues typically relate to senior staff personnel matters, labour matters, and those which concern discretionary budgetary allocations or joint funding with other governments. Also represented are records relating to Council's "in camera" function as the appeal body to the business licensing decisions made by the License Inspector. Subseries arranged in order given above.

Authorization minutes of the City Manager

Series consists of the Board of Administration's and City Manager's financial expenditure authorization documents, also called Manager's minutes. Recorded are discretionary decisions regarding "general", auto allowance, buildings, demolition, equipment/furniture, finance, fund transfers, salary and classification review, staffing, works/utilities, among others. The most current set of bound originals is signed by department heads, with approval by the Comptroller of Budgets and the City Manager, and receipt acknowledged by the City Clerk. Each bound volume includes a table of contents which divides documents into the categories above, and then by department. Arranged chronologically (starting with May 1968).

Series consists of about 300 subject files documenting policy development over a long period. Arranged in policy number order.

Street ends files

Series consists of a variety of legal or survey files containing records relating to property title at street ends, i.e. any street that ends at a waterfront. These waterfront files contain information on sales, leases, dedications, sub-divisions, easements, rights-of-way, encroachments, areaways, etc. The records have a legal, fiscal, and historical significance respecting other levels of government, railways, and the public. (This series was discontinued in 1974 and replaced by "Legal/Survey Files", not yet held by the Archives). Arranged alphabetically by street name.

Heritage survey reports and photographs

Series consists of reports and associated negatives relating to the Heritage Advisory Committee's apparent desire to conduct a photographic and analytic heritage survey which was broader in scope and breadth than previous surveys, probably further to the passing of the province's Heritage Conservation Act in 1977. This inventory was a 1978 summer project of the Heritage Advisory Committee, funded by B.C. Heritage Trust (for the project supervisor) and Young Canada Works (for students who carried out the work). Heritage Advisory Committee member Richard Henriquez met at the beginning of the project with the newly hired project supervisor, architecture student Douglas J. Frankson, and with Edward Gibson of Simon Fraser University, to establish criteria and methodology. Increased scope meant including buildings which had previously been considered of less social (and architectural) interest, while increased breadth related to a more thorough documentation of all areas of the city. However, the whole of Vancouver was not completed; priorities were the Downtown/West End local areas as well as other areas which had previously been little considered. The resulting photo survey identified pre-1950 buildings which retained their original design, and covered the following local areas: Downtown, Fairview, Grandview-Woodland, Hastings-Sunrise, Kensington-Cedar Cottage (east of Commercial/Victoria only), Killarney, Kitsilano, Marpole, Mount Pleasant, Renfrew-Collingwood, Riley Park (Main to Fraser only, north of 25th Avenue only), Strathcona, Victoria-Fraserview (east of Victoria only), and the West End. Each image is of one building and all are identified by address. The negatives at CVA 786 are arranged in film number order (CVA 786-1 to CVA 786-110).

Series consists of one file containing warrants (originals signed and sealed) issued by the Mayor and Clerk to the Returning Officer calling for by-elections to fill mid-term vacancies on Council, the Park Board, and the School Board, according to the requirements of the Vancouver Incorporation Act (later called the Vancouver Charter). File also contains a 3-page letter from Alderman Tom Alsbury explaining the reasons for his resignation (14 Oct. 1958). Arranged chronologically.
