Street ends files

Series consists of a variety of legal or survey files containing records relating to property title at street ends, i.e. any street that ends at a waterfront. These waterfront files contain information on sales, leases, dedications, sub-divisions, easements, rights-of-way, encroachments, areaways, etc. The records have a legal, fiscal, and historical significance respecting other levels of government, railways, and the public. (This series was discontinued in 1974 and replaced by "Legal/Survey Files", not yet held by the Archives). Arranged alphabetically by street name.

Although predominant dates are 1968-1976, these are the issues before the City from the time of the establishment of the City Manager position (which coincides with a broad functional organization of the filing system, mid-1970s on). Series consists of the Market Commissioner's files relating to the position's reporting to relevant standing committees. Records include inward and outward correspondence, reports to standing committees, and other documents relating to policy and practice research and implementation, as well as public relations efforts. Series consists of the Archives' housekeeping and operational files generated during the period when Robert D. Watt (1971-1972 ) and R. Lynn Ogden (1973-1975) served as City Archivists. Building Inspector's Technical Planning Board minutes

Series consists of the Building Inspector's copies of the minutes (Sept. 1959 - June 1972). The position had been part of the Building Department until 28 Feb. 1967, then became part of the newly established Permits and Licenses Department. The Building Inspector sat on the Technical Planning Board, gave input, and carried out decisions. Also included are Civic Design Panel minutes (1962-1971), Development Permit Sub-committee minutes (1964-1966, 1970-1972), and Zoning and Real Estate Sub-committee minutes 1963-1966). Occupational Health Division program records

Series consists of files relating to the operation of the Employee Assistance Program and the occupational health services of the department. Included are minutes, reports, surveys, and correspondence to and from various departments, particularly the Police Department, relating to occupational health and safety issues.

Planning Department film collection

Series consists of films or copies of films collected by the Planning Department, and related to the City and regional planning of the 1960s: urban renewal, downtown planning, and harbour development. City Planning Commission minutes and other records

Series consists of a clearly organized set of Vancouver Town Planning Commission / City Planning Commission minutes (1955-1971), and files dated late 1952 to 1955 which were the earliest files on the Commission kept by the newly created Planning Department (established 1 Nov. 1952). Heritage inventory 1986 : evaluation forms

Series consists of a photocopied set of heritage evaluation forms completed for older buildings as background information in the preparation of the revised 1986 heritage inventory. Work carried out by consultants Commonwealth Historic Resource Management and The Eikos Group Inc. The forms provide details on construction date, original owner, current owner, architect, style or type designation, materials used, description, preliminary evaluation, and include a photocopy of a photograph of each building. Occasionally building "clusters" are identified on separate forms. Arranged by numbered avenues, and then alphabetically by named streets.

Union anomalies, arbitrations, and grievances case files

Series consists of annual file sets primarily on "anomalies", but including arbitrations and a few grievances, relating to City (employer) negotiations with the inside (Local 15) and outside (Local 1004) unions, including Parks, Police, and Library units. Inside union predominant dates are 1957-1969; outside union predominant dates are 1952-1969. (Not all years are represented because discussions took place around union contract periods.) Series also includes files documenting union jurisdiction and certification. Documented are primarily union jobs (e.g., Clerk III, Housing Inspectors, etc.), along with position histories (and frequently mentioning the names of the individuals who filled them), but the odd senior position is represented also. Records include Board of Arbitration minutes (reference copies), some draft agreements with the unions, correspondence with the unions, internal correspondence, analyses of various types (including positions surveys, i.e., charts which compare the same positions among several government and/or private sector organizations), and departmental organization charts which situate the positions being considered for reclassification or salary increase/decrease. Arranged alphabetically by file title (i.e., fringe benefits, inside union, outside union, statutory holidays, etc.), and therein chronologically. The files were arranged according to "inside union" and "outside union", and therein designated by year, with detailed and inconsistent file titles (these are cited on the file folders only, for privacy reasons).

Property tax records

Series consists of a variety of ledgers and publications relating to property tax activities, such as Crown land tax collection (the City is responsible for the billing), and sales of lands for nonpayment of property taxes (which show a particularly high volume of sales during the 1930s, the period when the City's Property Endowment Fund originated). Arranged alphabetically by file title.

Series consists of general subject correspondence files relating to: organization of the Risk Management program; indemnification issues pertaining to the provision of provincial health services by the City; indemnification issues pertaining to the training and use of police reserves; the training and use of police reserves; the removal of trees on City and private property; the use of police dogs; and general claims of liability made against the City .

Series consists of correspondence, newspaper clippings, and reports pertaining to Davies' role as Alderman, member of the Standing Committee of Council on Finance & Priorities and chair of the Vancouver Liquor Licensing Commission. The general correspondence and outgoing correspondence files are arranged chronologically. Other file titles pertain to the subject matter of the contents or the alphabetical designation of the correspondents name.

Heritage evaluation forms : deletions from register (buildings demolished for redevelopment)

Series consists of heritage evaluation forms on buildings deleted from the heritage register because the building has been demolished. The request for a deletion originates from the applicant for a development permit where that redevelopment entails demolition of the existing building(s). Once the development permit is approved because there is no possibility of keeping the building through negotiation with the owner, demolition is permitted. Arranged by street address.

Business license case files

Subseries consists of letters of appeal, correspondence with the City Clerk, and relevant excerpts from Council "in camera" minutes, all relating to Council's "in camera" function as the appeal body to the business licensing decisions made by the License Inspector. Series consists of evaluation reports on Engineering activities (parking, street cleaning, landfill, etc.), manuals of the Engineering Department, publications relating to the City's major issues which were kept by the City Engineer, and papers given by the City Engineer to outside organizations, a selection of publications collected by successive City Engineers (since at least 1956, when R. M. Martin, served as City Engineer). Arranged chronologically by start year.
