Dr. Charles Wheeler (former mayor of Kansas) returns to clarify some details. A member of the Japanese Community Volunteers Association speaks in favour of the ward system. A representative of the Downtown Vancouver Association also speaks in favour of the ward system. The president of the Citizens Council of Civic Development speaks in favour of implementing the plebicite. Jane Rittenhouse also speaks in favour of a partial (not full) ward system. A representative on behalf of Lower Mainland Council of the Canadian Association Of Industrial, Mechanical and Allied Workers presents in favour of the ward system.

The sponsor was Philco Radio and Television Corp. and the broadcaster was the American Broadcasting Company. BC Archives created recording by copying Parts 1, 2 and 3 from two original audio discs.
