The fonds consists of records made or received by the City of Vancouver and its various departments and offices, including boards and agencies that report directly to the City, as well as the records of the Municipality of Point Grey and the Municipality of South Vancouver prior to the amalgamation of these municipalities into the City of Vancouver on Jan 1, 1929. The fonds does not include the records of the Vancouver Public Library, the Vancouver Police Department, or the Vancouver Board of Parks and Recreation (these records may be found in each board's respective fonds).

Sinking fund accounts book

File consists of an accounts book for the Sinking Fund. The book includes transactions into accounts for managing the Fund, as well as Reserve accounts for each individual debenture to be paid out of the Fund. Debentures are categorised by type.

Debenture register 1886-1907

File consists of a volume documenting the payment of interest coupons on City-issued debentures. The range for this volume is debentures issued under by-laws #12 - 551.

Register of loan by-laws

File contains bound volume of one by-law per line listing, indicating: amount, date of maturity, number of debentures, amount of each debenture, etc. The register is in ledger style and appears to have been used to keep track of debentures paid off and outstanding.

Record of elections

Volume contains handwritten election and plebiscite results, some sample ballots, printed lists of by-laws, a "list of the Mayor and Aldermen of the City of Vancouver, 1886-1927", and an "Index to Plebiscites".

Voters' list

Bound copy, contains annotation "Presented to City Archives, 10th Jan. 1941 by W. A. Grafton ..."

City Council minutes

Series consists of the minutes of City Council meetings, the official record of the discussion and decision-making of the governing body of the City of Vancouver. Series is complete from incorporation in April 1886. The minutes are arranged chronologically by meeting and organized into bound volumes numbered 1 through 508. Series also includes supporting documents included as attached reports to the associated Council meetings, or in separate files in series 20 (Subject files) and series 62 (Operational subject files).

City Engineer's subject files

Series consists of records relating to a wide variety of subjects which concerned the Office of the City Engineer, inluding infrastructure (roads, bridges, sewer systems and harbour facilities); administrative and personnel matters; industry, especially energy and resource industries; and False Creek, especially the False Creek Development Survey of the early 1950s. Series also contains correspondence with City Departments and officials.

Elections - voters' lists

Series consists of unsigned printed voters' lists 1886-1953 and, as of 1954, officially signed and sealed bound lists arranged by polling district. These relate to the gathering of the essential information required to document voting eligibility and for use to confirm voting eligibility at polling outlets. The voters' lists were prepared by the City 1886-1986, until on November 24, 1987 City Council decided to utilize the Provincial voters' lists for its own elections, since City and Provincial eligiblity requirements were now equivalent. As of 1988, therefore, the "Civic list of electors" is a list generated at the provincial level. Polling district maps are included; within polling districts arranged alphabetically by name. From 1969-1986 the voters' lists are separated, i.e. there is one bound volume containing the "Owner voters' list" and another containing the "Resident voters' list". Arranged chronologically.

City by-laws

Series consists of official signed and sealed by-laws passed by City Council, the legislation of the governing body of the City of Vancouver. Series is complete from incorporation in April 1886. Many by-laws include appendices (e.g. financial data, maps, etc.). Arranged chronologically (i.e. in number order).

File contains incoming correspondence from Leamy and Kyle and outgoing correspondence from E. R. Baines, Storekeeper (reference re Edward Pain).

Board of Works minutes

Series consists of 27 minute books and 9 index books kept by the City Engineer. These are the minutes of the regular weekly and special meetings of the Board of Works, a standing committee of Council. They indicate the date and place of meetings as well as names of committee members, staff and delegations present. Included in the minutes are: reports to the Board of Works by the Engineering Department regarding matters pertaining to the operation, activities, and mandate of the department; Board consideration and approval of work by the Water Works Department; recommendations to City Council by the Board; statements of tenders received and recommendations for acceptance; correspondence regarding requests for work from individuals and companies and decisions by the Board; communications with other bodies and committees; and statements of accounts and recommendations for payment. Also recorded are references to employee relations, wages, pensions, conditions of work, and employee grievances and petitions. Beginning with the January 12, 1937 meeting, the minutes contain a separate water section report. Minute books from 1 to 25 are indexed, but volumes 26 and 27 are without indexes. Volumes 4 to 12 and 15 to 18 have indexes attached to the inside of their back covers, while the indexes for the other volumes (13, 14 and 19 to 24) are in separate volumes (28 to 36). On the microfilm, the index for each volume precedes it. Arranged chronologically with index volumes at end.
