"In 1988, Marathon and the City of Vancouver initiated an extensive public consultation and planning process to help determine the appropriate role for the Coal Harbour site. That process resulted in the preparation of a series of governing policies that were approved by City Council, in February 1990. In turn, those principles provided the framework within which an Official Development Plan was prepared and subsequently approved by council in November 1990. That plan provides a vision of the kind of dynamic mixed-use community that Coal Harbour will become."
