The Chamber of Shipping of British Columbia was formed in 1922 as the Deepsea Section of the Vancouver Merchants' Exchange. Its purpose was primarily to represent the city's deepsea shipping interests with regard to government legislation and port development as well as providing an information exchange for its members. In 1930, the Section became an independent body, the Vancouver Chamber of Shipping, but retained its affiliation with the Exchange. The greater independence allowed the Chamber to establish a higher profile within the industry. In 1932, the Chamber instituted a Special Committee to deal with issues related to pilotage on the coast. The organization became the Chamber of Shipping of British Columbia in 1966 to reflect the growth of the shipping industry and the opening of new ports throughout the province. The Secretary-Manager was the only paid employee and he still worked for all the affiliated groups to the Exchange. James H. Hamilton first occupied this position from 1921 to 1944. Herbert Cameron replaced him and served for nine years. In 1953, William A. Sankey became Secretary, retaining the title until 1973, when his assistant, Harvey M. Waddell, took over upon Sankey's retirement. In 1975, the Vancouver Merchants' Exchange was disbanded, primarily for economic reasons. At that time, the Chamber became a strictly independent body, although its purposes and functions remained essentially unchanged.

Scope and content
The fonds includes notices to members, correspondence, committee files, subject files and nautical charts. Also included are the minutes of the Vancouver Chamber of Shipping, and the Chamber of Shipping of British Columbia; various files, including many on pilotage and two on the removal of Ripple Rock; and circulars, agreements, and submissions.
