In 1888, the Vancouver local of the International Typographical Union set up a committee to examine the possibility of forming a Trades and Labour Council for Vancouver. However, it was not until November of the following year at a meeting convened by the Carpenters Union that a resolution was passed to establish a Trades and Labour Council. An organization committee under Joseph Dixon of the Carpenters Union was created, and in early 1890 the Council was placed on a per capita financed basis. From that time the Council played a key role in the organization of the working population of Vancouver. In 1911, it newspaper, the Wage Earner, was adopted as the provincial organ of organized labour in British Columbia and renamed the B.C. Federationist. During the 1920s the paper was renamed the Labour Statesman. The council still operates as the Vancouver and District Trades and Labour Council.
