The Collingwood Free Library and Bursill Institute was founded by J. Francis Bursill ("Felix Penne") in 1911 to provide a free lending library for the working class residents of the Collingwood area of South Vancouver. The library was maintained as a private institution until its closure in 1953.

The collection consists of two scrapbooks containing letters, clippings and photographs relating to the Collingwood Free Library and Bursill Institute ca. 1911-1928.
