Administrative history

On March 9, 1939 a meeting of coastwise operators was held at the Vancouver Merchants Exchange. Those present approved a motion "that an association be formed comprising all Coastwise Operators, for the purpose of dealing with the mutal problems of its members...." A consititution for the Coastwise Operators' Association of British Coloumbia was subsequently drawn up. Members were to include any firm or person who was an owner or operator of steamships and/or vessels operating in the coastwise passenger and/or freight trade of British Columbia and contiguous waters. As noted in the June 23, 1939 minutes, the Association was to be considered a subsidiary body of the Merchants' Exchange. Matters of concern included pilotage, hiring of crew, rates of pay, union agreements, labour matters, military training, and aids to navigation.
